國家發展改革委、國家能源局5月17日發布《關于加快推進充電基礎設施建設 更好支持新能源汽車下(xia)鄉和(he)鄉村(cun)振興(xing)的實(shi)施(shi)意見》(以(yi)下(xia)簡稱《意見》),旨在推動新能源汽車下(xia)鄉、引(yin)導農(nong)村(cun)地(di)區居(ju)民綠(lv)色(se)出行、促(cu)進鄉村(cun)全面振興(xing)。
在創新農(nong)村(cun)(cun)地(di)(di)區(qu)充電(dian)基礎設(she)施(shi)(shi)建(jian)(jian)設(she)運營維(wei)護模式方面(mian),《意見》提出,加強公(gong)共充電(dian)基礎設(she)施(shi)(shi)布局建(jian)(jian)設(she)。支(zhi)持地(di)(di)方政府結合(he)實際開(kai)展(zhan)縣(xian)鄉(xiang)(xiang)公(gong)共充電(dian)網絡規劃(hua),并(bing)做好與國土空間規劃(hua)、配電(dian)網規劃(hua)等的銜接,加快實現(xian)適宜(yi)使(shi)用新能源(yuan)汽車的地(di)(di)區(qu)充電(dian)站(zhan)“縣(xian)縣(xian)全覆(fu)蓋(gai)(gai)”、充電(dian)樁“鄉(xiang)(xiang)鄉(xiang)(xiang)全覆(fu)蓋(gai)(gai)”。合(he)理推進集中式公(gong)共充電(dian)場(chang)站(zhan)建(jian)(jian)設(she),優先在縣(xian)鄉(xiang)(xiang)企事業單位(wei)、商業建(jian)(jian)筑、交(jiao)通樞紐(場(chang)站(zhan))、公(gong)路沿(yan)線服(fu)務區(qu)(站(zhan))等場(chang)所配置公(gong)共充電(dian)設(she)施(shi)(shi),并(bing)向易(yi)地(di)(di)搬遷集中安(an)置區(qu)、鄉(xiang)(xiang)村(cun)(cun)旅游(you)重點村(cun)(cun)等延伸,結合(he)鄉(xiang)(xiang)村(cun)(cun)自駕游(you)發展(zhan)加快公(gong)路沿(yan)線、具備條件的加油站(zhan)等場(chang)所充電(dian)樁建(jian)(jian)設(she)。
推進社(she)(she)(she)區(qu)充(chong)電(dian)基礎設(she)(she)(she)施建(jian)(jian)(jian)設(she)(she)(she)共享。加快推進農(nong)村(cun)地區(qu)既有居(ju)(ju)住(zhu)(zhu)社(she)(she)(she)區(qu)充(chong)電(dian)設(she)(she)(she)施建(jian)(jian)(jian)設(she)(she)(she),因地制(zhi)宜(yi)開展充(chong)電(dian)設(she)(she)(she)施建(jian)(jian)(jian)設(she)(she)(she)條件改造,具備安(an)裝(zhuang)(zhuang)條件的居(ju)(ju)住(zhu)(zhu)社(she)(she)(she)區(qu)可配(pei)建(jian)(jian)(jian)一(yi)定比(bi)例的公共充(chong)電(dian)車位(wei)。落實(shi)新建(jian)(jian)(jian)居(ju)(ju)住(zhu)(zhu)社(she)(she)(she)區(qu)充(chong)電(dian)基礎設(she)(she)(she)施配(pei)建(jian)(jian)(jian)要(yao)求,推動固定車位(wei)建(jian)(jian)(jian)設(she)(she)(she)充(chong)電(dian)設(she)(she)(she)施或預留安(an)裝(zhuang)(zhuang)條件以(yi)滿足(zu)直接裝(zhuang)(zhuang)表(biao)接電(dian)需要(yao)。落實(shi)街道辦事處(chu)等基層(ceng)管(guan)理機構管(guan)理責任,加大(da)對居(ju)(ju)住(zhu)(zhu)社(she)(she)(she)區(qu)管(guan)理單位(wei)的指(zhi)導(dao)和監督,建(jian)(jian)(jian)立“一(yi)站式(shi)”協調推動和投訴解決機制(zhi)。居(ju)(ju)住(zhu)(zhu)社(she)(she)(she)區(qu)管(guan)理單位(wei)應積極協助用戶安(an)裝(zhuang)(zhuang)充(chong)電(dian)設(she)(she)(she)施,可探索與充(chong)電(dian)設(she)(she)(she)施運(yun)營企(qi)業合作的機制(zhi)。引導(dao)社(she)(she)(she)區(qu)推廣“臨近車位(wei)共享”“社(she)(she)(she)區(qu)分時共享”“多車一(yi)樁(zhuang)”等共享模式(shi)。
加大充(chong)(chong)電(dian)(dian)(dian)(dian)網(wang)(wang)絡建(jian)(jian)設(she)(she)(she)運(yun)營(ying)支持力(li)度。鼓(gu)勵有(you)條(tiao)件(jian)地(di)方出(chu)臺(tai)農(nong)村(cun)地(di)區(qu)公(gong)共(gong)充(chong)(chong)電(dian)(dian)(dian)(dian)基礎(chu)設(she)(she)(she)施建(jian)(jian)設(she)(she)(she)運(yun)營(ying)專(zhuan)項(xiang)(xiang)支持政策。利用(yong)地(di)方政府專(zhuan)項(xiang)(xiang)債券等工(gong)具,支持符合(he)條(tiao)件(jian)的高速(su)公(gong)路及普通(tong)國省干線公(gong)路服(fu)務區(qu)(站(zhan)(zhan))、公(gong)共(gong)汽電(dian)(dian)(dian)(dian)車場站(zhan)(zhan)和汽車客運(yun)站(zhan)(zhan)等充(chong)(chong)換(huan)電(dian)(dian)(dian)(dian)基礎(chu)設(she)(she)(she)施建(jian)(jian)設(she)(she)(she)。統籌考慮鄉村(cun)級充(chong)(chong)電(dian)(dian)(dian)(dian)網(wang)(wang)絡建(jian)(jian)設(she)(she)(she)和輸(shu)配(pei)電(dian)(dian)(dian)(dian)網(wang)(wang)發展,加大用(yong)地(di)保障(zhang)等支持力(li)度,開展配(pei)套電(dian)(dian)(dian)(dian)網(wang)(wang)建(jian)(jian)設(she)(she)(she)改造,增強(qiang)農(nong)村(cun)電(dian)(dian)(dian)(dian)網(wang)(wang)的支撐保障(zhang)能(neng)力(li)。到(dao)2030年前,對實行兩(liang)部制(zhi)電(dian)(dian)(dian)(dian)價的集中(zhong)式充(chong)(chong)換(huan)電(dian)(dian)(dian)(dian)設(she)(she)(she)施用(yong)電(dian)(dian)(dian)(dian)免(mian)收(shou)需量(容量)電(dian)(dian)(dian)(dian)費,放寬電(dian)(dian)(dian)(dian)網(wang)(wang)企業相關配(pei)電(dian)(dian)(dian)(dian)網(wang)(wang)建(jian)(jian)設(she)(she)(she)投資效率(lv)約束,全額納(na)入輸(shu)配(pei)電(dian)(dian)(dian)(dian)價回收(shou)。
推廣智能有序充電等新模式。提升新建充電基礎設施智能化水平,將智能有序充電納入充電基礎設施和新能源汽車產品功能范圍,鼓勵新售新能源汽車隨車配建充電樁具備有序充電功能,加快形成行業統一標準。鼓勵開展電動汽車與電網雙向互動(V2G)、光儲充協同控制等關鍵技術研究,探索在充電樁利用率較低的農村地區,建設提供光伏發(fa)電(dian)、儲能、充(chong)電(dian)一體化的充(chong)電(dian)基礎設施(shi)。落實峰谷分時(shi)電(dian)價政策(ce),鼓勵(li)用(yong)戶低谷時(shi)段充(chong)電(dian)。
在支(zhi)持農村地區購(gou)買使用新能(neng)源(yuan)汽(qi)車(che)(che)方面,《意見》提(ti)出,豐富新能(neng)源(yuan)汽(qi)車(che)(che)供(gong)應。鼓(gu)勵新能(neng)源(yuan)汽(qi)車(che)(che)企業針對(dui)(dui)農村地區消(xiao)費者特點,通過差異化策略(lve)優化配置,開發更(geng)多經濟實(shi)用的(de)車(che)(che)型(xing),特別是(shi)新能(neng)源(yuan)載貨微面、微卡、輕卡等產品(pin)。健全新能(neng)源(yuan)二手(shou)車(che)(che)評(ping)估(gu)體系,對(dui)(dui)新能(neng)源(yuan)二手(shou)車(che)(che)加強(qiang)檢(jian)查和整(zheng)修,鼓(gu)勵企業面向農村地區市場提(ti)供(gong)優質新能(neng)源(yuan)二手(shou)車(che)(che)。
加(jia)(jia)快公(gong)共領域(yu)應(ying)(ying)用(yong)推廣。加(jia)(jia)快新(xin)能(neng)源(yuan)汽車(che)(che)在縣鄉黨政機關、學校、醫(yi)院等單位的推廣應(ying)(ying)用(yong),因地制宜(yi)提高公(gong)務用(yong)車(che)(che)中新(xin)能(neng)源(yuan)汽車(che)(che)使用(yong)比例,發(fa)揮引(yin)領示范作用(yong)。鼓勵有(you)條件的地方加(jia)(jia)大對公(gong)交(jiao)、道路客(ke)運、出租汽車(che)(che)、執法、環衛、物流配送(song)等領域(yu)新(xin)能(neng)源(yuan)汽車(che)(che)應(ying)(ying)用(yong)支持力(li)度。
提供多元化購買支持政策。鼓勵有條件的地方對農村戶籍居民在戶籍所在地縣域內購買新能源汽車,給予消費券等支持。鼓勵有關汽車企業和有條件的地方對淘汰低速電動車購買新能源汽車提供以舊換新獎勵。鼓勵地方政府加強政企聯動,開展購車贈送充電優惠券等活動。加大農村地區汽車消費信貸支持,鼓勵金融機構在依法合規、風險可控的前提下,合理確定首付比例、貸款利率、還款期限。
