6月3日,省生態環境廳召開新聞發布會,發布全省環境空氣質量狀況、大氣污染防治攻堅進展情況。
各項監測指標向好
今年以來,全省環境空(kong)氣質量改善明(ming)顯,反映(ying)大(da)氣質量的監(jian)測指標表明(ming)了這一態(tai)勢。
監測顯示,5月份(fen)全省(sheng)17個省(sheng)轄市及(ji)濟源示范區(qu)環境空氣PM10、PM2.5月均(jun)濃度分別為72微克/立方米(mi)、30微克/立方米(mi),同比分別下降14.3%、6.3%;優、良天數比例為63.6%,同比上升3.7個百分點。
至此(ci),今年前5月,全(quan)省(sheng)17個省(sheng)轄(xia)市及濟源示范(fan)區環境空氣PM10、PM2.5平(ping)均(jun)濃(nong)度分(fen)別為91微(wei)克(ke)/立方米、61微(wei)克(ke)/立方米,同(tong)比(bi)分(fen)別下降24.2%、21.8%;優、良天數比(bi)例為64.8%,同(tong)比(bi)上(shang)升(sheng)13.3個百(bai)分(fen)點。
5月份環境空氣質量排名
當天(tian)的發布會上(shang),還公布了5月(yue)份全省各地環(huan)境空氣質量(liang)排名。
省轄市及濟源(yuan)示范區排名由好(hao)到差依次(ci)為:平頂(ding)山、駐(zhu)馬店、洛陽(yang)、周口、三(san)門峽、開封(feng)、濮陽(yang)、信(xin)陽(yang)、南(nan)陽(yang)、新鄉、安陽(yang)、鄭州、許昌、商丘、焦作、漯河(he)、濟源(yuan)示范區、鶴(he)壁。

今年保衛藍天突出重點
今年以來,我(wo)省(sheng)(sheng)研究制定《河(he)南省(sheng)(sheng)2020年大(da)氣污染防治攻堅戰實(shi)施(shi)方(fang)(fang)案》,部署了(le)10個方(fang)(fang)面59項重(zhong)(zhong)點工作,分(fen)行(xing)業(ye)、分(fen)領域分(fen)解下達空氣質(zhi)量改善目標、能(neng)耗(hao)“雙控(kong)”及(ji)煤(mei)炭消費總量控(kong)制等目標,開展煤(mei)電(dian)機組關停淘汰(tai)和(he)節(jie)能(neng)改造、電(dian)代煤(mei)和(he)氣代煤(mei)、重(zhong)(zhong)污染企業(ye)退(tui)城入園、鐵路專用(yong)線建(jian)設(she)、綠(lv)色礦(kuang)山建(jian)設(she)、國土綠(lv)化和(he)森林河(he)南行(xing)動等重(zhong)(zhong)點工作。
省生態環(huan)境廳大氣(qi)環(huan)境處(chu)(chu)處(chu)(chu)長(chang)邵豐(feng)收介紹(shao),今年大氣(qi)治理(li)突出(chu)重點(dian),加大了揮發性(xing)有(you)機物(wu)、重點(dian)工(gong)業(ye)行業(ye)治理(li)。
目前,全省正推動揮發性有機物綜合治理及臭氧協同控制工作,起草《河南省水泥行業超低排放實施方案》,發布實施了河南省《鋼鐵工業大氣污染物排放標準》等7項地方標準,開展對工業爐窯、鋼鐵行業(ye)(ye)、水泥行業(ye)(ye)等(deng)重點(dian)工(gong)業(ye)(ye)行業(ye)(ye)企業(ye)(ye)污(wu)染排放和揮發性有機物進行深度治理。
此外,今年還組(zu)織對2019年全(quan)省(sheng)非(fei)電行業提標改(gai)造等(deng)6大類3.1萬個治理項目進行“回頭看”,推行煙花(hua)爆竹禁燃(ran)禁放措(cuo)施(shi),修訂印發環(huan)境空(kong)氣質量(liang)生態補償辦法(fa)、月排名暨獎懲辦法(fa)及攻堅戰考核辦法(fa),進一步(bu)壓實(shi)各(ge)級(ji)黨委政府領導責任。
我省實施七項大氣治理新標準
為加快推(tui)進精準(zhun)治(zhi)污(wu)、科學治(zhi)污(wu)、依法治(zhi)污(wu),我省(sheng)針對(dui)重點(dian)行業研究制定了(le)七項大氣(qi)治(zhi)理地方標(biao)準(zhun),于今(jin)年6月1日起(qi)正(zheng)式實施。6月3日,在省(sheng)生態環境廳召開的新聞發布(bu)會(hui)上,有(you)關負責人解讀了(le)新標(biao)準(zhun)。
這七項地方標(biao)準(zhun)(zhun)分別(bie)為河南省(sheng)(sheng)《鋼鐵工(gong)(gong)業(ye)大(da)氣(qi)(qi)污(wu)染(ran)物(wu)(wu)排放(fang)(fang)標(biao)準(zhun)(zhun)》《水泥工(gong)(gong)業(ye)大(da)氣(qi)(qi)污(wu)染(ran)物(wu)(wu)排放(fang)(fang)標(biao)準(zhun)(zhun)》《鋁工(gong)(gong)業(ye)污(wu)染(ran)物(wu)(wu)排放(fang)(fang)標(biao)準(zhun)(zhun)》《煉焦(jiao)化學工(gong)(gong)業(ye)大(da)氣(qi)(qi)污(wu)染(ran)物(wu)(wu)排放(fang)(fang)標(biao)準(zhun)(zhun)》《工(gong)(gong)業(ye)涂裝(zhuang)工(gong)(gong)序揮(hui)發(fa)性有機物(wu)(wu)排放(fang)(fang)標(biao)準(zhun)(zhun)》《印刷工(gong)(gong)業(ye)揮(hui)發(fa)性有機物(wu)(wu)排放(fang)(fang)標(biao)準(zhun)(zhun)》《工(gong)(gong)業(ye)爐窯大(da)氣(qi)(qi)污(wu)染(ran)物(wu)(wu)排放(fang)(fang)標(biao)準(zhun)(zhun)》,經省(sheng)(sheng)政府同意,已于5月(yue)13日(ri)由省(sheng)(sheng)生(sheng)態(tai)環境(jing)廳、省(sheng)(sheng)市場(chang)監督管理局聯合發(fa)布,并于6月(yue)1日(ri)起正(zheng)式實施。
“新形勢下迫切需要(yao)通(tong)過完(wan)善標準來滿足環境(jing)(jing)(jing)管理新要(yao)求(qiu)(qiu)。”省生態環境(jing)(jing)(jing)廳(ting)大氣環境(jing)(jing)(jing)處處長邵(shao)豐(feng)收表示,大氣污染(ran)治理工作(zuo)對(dui)重要(yao)行業、重點區域大氣污染(ran)物排放(fang)標準提出(chu)了更高(gao)更嚴要(yao)求(qiu)(qiu)。
隨著(zhu)大氣(qi)污染防治工作持續推進,我(wo)省(sheng)大氣(qi)污染控(kong)制(zhi)取得了(le)明顯(xian)進展(zhan),但PM10、PM2.5年(nian)(nian)均濃度與《環境空氣(qi)質量標(biao)準(zhun)》(GB 3095-2012)二級(ji)標(biao)準(zhun)相比,還存在(zai)較大差距。另外,大氣(qi)污染控(kong)制(zhi)進入(ru)了(le)臭氧(yang)(yang)和顆(ke)粒物協(xie)同控(kong)制(zhi)的新(xin)階段(duan),臭氧(yang)(yang)污染加重,全省(sheng)18個(ge)省(sheng)轄市臭氧(yang)(yang)90百(bai)分位(wei)數超二級(ji)標(biao)準(zhun)的城(cheng)市數量在(zai)逐年(nian)(nian)增多,2015年(nian)(nian)超二級(ji)標(biao)準(zhun)的城(cheng)市數為(wei)4個(ge)、2016年(nian)(nian)10個(ge)、2017年(nian)(nian)17個(ge)、2018年(nian)(nian)全部超標(biao),臭氧(yang)(yang)與PM2.5復合型污染態勢日趨顯(xian)現(xian),空氣(qi)質量改善壓力加大。
鋼鐵、水泥、鋁工業、焦(jiao)化行業以及(ji)工業窯爐是我(wo)省(sheng)大氣污染物的重要(yao)來(lai)源。根(gen)據測算,通過強制性標準實施,我(wo)省(sheng)顆粒物、二氧化硫、氮氧化物每年(nian)可分別減(jian)排約2.7萬噸(dun)(dun)、4.9萬噸(dun)(dun)、5.2萬噸(dun)(dun),揮發性有機物每年(nian)可減(jian)排約5800噸(dun)(dun)。
據(ju)介紹,新標準實(shi)施(shi),將促進(jin)新的(de)生產技(ji)術(shu)、治理技(ji)術(shu)和新興產業的(de)發(fa)展(zhan),促進(jin)全省產業結構和產業布局優化,提(ti)高區域競(jing)爭力,推動經濟(ji)高質量發(fa)展(zhan)。
七項標準主要內容
七個標準規(gui)定了我省鋼(gang)鐵(tie)、水泥、焦化、鋁工(gong)(gong)業、印(yin)刷等工(gong)(gong)業企業,涂(tu)裝工(gong)(gong)序以及(ji)工(gong)(gong)業爐窯污染(ran)物排放控制、監(jian)測和監(jian)督管理(li)等要(yao)求(qiu)。標準明確適用于(yu)現有企業污染(ran)物排放管理(li),以及(ji)建(jian)設項目(mu)的環(huan)境(jing)影響評價、環(huan)境(jing)保護設施設計(ji)、竣工(gong)(gong)環(huan)境(jing)保護驗收(shou)、排污許(xu)可證核發及(ji)其投(tou)產后的污染(ran)物排放管理(li)。
1.《鋼(gang)鐵工(gong)(gong)業大(da)(da)氣(qi)(qi)(qi)(qi)(qi)污染物(wu)(wu)排(pai)放(fang)(fang)(fang)標(biao)準(zhun)》。根據(ju)現有治理(li)技術水(shui)平(ping),標(biao)準(zhun)明確了(le)燒(shao)結(jie)機(ji)(ji)、球團焙(bei)燒(shao)煙氣(qi)(qi)(qi)(qi)(qi),熱風(feng)爐(lu)(lu)(lu)、熱處(chu)理(li)爐(lu)(lu)(lu)煙氣(qi)(qi)(qi)(qi)(qi),高(gao)爐(lu)(lu)(lu)出(chu)鐵場廢(fei)氣(qi)(qi)(qi)(qi)(qi),酸洗機(ji)(ji)組廢(fei)氣(qi)(qi)(qi)(qi)(qi)等部分廢(fei)氣(qi)(qi)(qi)(qi)(qi)污染因(yin)子排(pai)放(fang)(fang)(fang)限值。其中(zhong)轉(zhuan)爐(lu)(lu)(lu)(一次煙氣(qi)(qi)(qi)(qi)(qi))、鋼(gang)渣處(chu)理(li)、廢(fei)酸再生工(gong)(gong)段廢(fei)氣(qi)(qi)(qi)(qi)(qi)中(zhong)顆粒(li)(li)物(wu)(wu)排(pai)放(fang)(fang)(fang)濃度(du)(du)(du)(du)不(bu)(bu)高(gao)于(yu)(yu)20mg/m3,鋼(gang)鐵企(qi)業其余工(gong)(gong)段廢(fei)氣(qi)(qi)(qi)(qi)(qi)中(zhong)顆粒(li)(li)物(wu)(wu)排(pai)放(fang)(fang)(fang)濃度(du)(du)(du)(du)不(bu)(bu)高(gao)于(yu)(yu)10mg/m3;燒(shao)結(jie)機(ji)(ji)機(ji)(ji)頭(tou)、球團焙(bei)燒(shao)設備(bei)(bei)廢(fei)氣(qi)(qi)(qi)(qi)(qi)中(zhong)二氧(yang)(yang)化(hua)(hua)硫(liu)排(pai)放(fang)(fang)(fang)濃度(du)(du)(du)(du)不(bu)(bu)高(gao)于(yu)(yu)35mg/m3,熱風(feng)爐(lu)(lu)(lu)和(he)(he)熱處(chu)理(li)爐(lu)(lu)(lu)廢(fei)氣(qi)(qi)(qi)(qi)(qi)中(zhong)二氧(yang)(yang)化(hua)(hua)硫(liu)排(pai)放(fang)(fang)(fang)濃度(du)(du)(du)(du)不(bu)(bu)高(gao)于(yu)(yu)50mg/m3;燒(shao)結(jie)機(ji)(ji)機(ji)(ji)頭(tou)、球團焙(bei)燒(shao)設備(bei)(bei)廢(fei)氣(qi)(qi)(qi)(qi)(qi)中(zhong)氮(dan)氧(yang)(yang)化(hua)(hua)物(wu)(wu)排(pai)放(fang)(fang)(fang)濃度(du)(du)(du)(du)不(bu)(bu)高(gao)于(yu)(yu)50mg/m3,熱風(feng)爐(lu)(lu)(lu)和(he)(he)熱處(chu)理(li)爐(lu)(lu)(lu)廢(fei)氣(qi)(qi)(qi)(qi)(qi)中(zhong)氮(dan)氧(yang)(yang)化(hua)(hua)物(wu)(wu)排(pai)放(fang)(fang)(fang)濃度(du)(du)(du)(du)不(bu)(bu)高(gao)于(yu)(yu)150mg/m3。標(biao)準(zhun)還提出(chu)了(le)其他特征污染因(yin)子的(de)排(pai)放(fang)(fang)(fang)限值、細化(hua)(hua)了(le)大(da)(da)氣(qi)(qi)(qi)(qi)(qi)污染物(wu)(wu)無(wu)組織排(pai)放(fang)(fang)(fang)控制要求,對原(yuan)料堆存、輸送及主要產塵單(dan)元提出(chu)了(le)設立局部氣(qi)(qi)(qi)(qi)(qi)體收集系統和(he)(he)集中(zhong)凈(jing)化(hua)(hua)處(chu)理(li)裝置,凈(jing)化(hua)(hua)后排(pai)放(fang)(fang)(fang)。考慮到我省工(gong)(gong)業爐(lu)(lu)(lu)窯(yao)(yao)標(biao)準(zhun)修訂工(gong)(gong)作與本標(biao)準(zhun)同步,為(wei)保持全省石(shi)灰(hui)(hui)窯(yao)(yao)執(zhi)行標(biao)準(zhun)的(de)統一,本標(biao)準(zhun)適(shi)(shi)用范圍(wei)不(bu)(bu)包括鋼(gang)鐵工(gong)(gong)業企(qi)業中(zhong)的(de)石(shi)灰(hui)(hui)窯(yao)(yao)、白(bai)云(yun)石(shi)窯(yao)(yao),石(shi)灰(hui)(hui)窯(yao)(yao)、白(bai)云(yun)石(shi)窯(yao)(yao)廢(fei)氣(qi)(qi)(qi)(qi)(qi)污染排(pai)放(fang)(fang)(fang)管理(li)適(shi)(shi)用于(yu)(yu)本次修訂的(de)《工(gong)(gong)業爐(lu)(lu)(lu)窯(yao)(yao)大(da)(da)氣(qi)(qi)(qi)(qi)(qi)污染物(wu)(wu)排(pai)放(fang)(fang)(fang)標(biao)準(zhun)》。
2.《水(shui)泥(ni)工(gong)業大(da)氣污染(ran)物排(pai)(pai)放(fang)(fang)(fang)(fang)標準(zhun)》。該(gai)標準(zhun)覆蓋了水(shui)泥(ni)工(gong)業從礦山(shan)開(kai)采到(dao)成(cheng)品水(shui)泥(ni)的(de)全(quan)部生產領域,包括水(shui)泥(ni)制造企(qi)業(含(han)獨立粉磨(mo)站(zhan))、水(shui)泥(ni)原料礦山(shan)、散(san)裝水(shui)泥(ni)中轉站(zhan)、水(shui)泥(ni)制品企(qi)業,規(gui)定(ding)了生產設施(shi)污染(ran)物的(de)有組(zu)(zu)織和無組(zu)(zu)織排(pai)(pai)放(fang)(fang)(fang)(fang)限值,提出(chu)了監(jian)測及(ji)監(jian)督管理要(yao)求。其中所(suo)有廢氣中顆粒物排(pai)(pai)放(fang)(fang)(fang)(fang)濃度(du)均不高(gao)(gao)于(yu)10mg/m3;水(shui)泥(ni)窯(yao)及(ji)窯(yao)尾(wei)余熱利(li)用(yong)系統(tong)廢氣中二(er)(er)氧(yang)化(hua)硫(liu)和氮(dan)氧(yang)化(hua)物排(pai)(pai)放(fang)(fang)(fang)(fang)濃度(du)分(fen)別不高(gao)(gao)于(yu)35mg/m3和100mg/m3;獨立烘干機、烘干磨(mo)、煤磨(mo)及(ji)冷卻(que)機廢氣中二(er)(er)氧(yang)化(hua)硫(liu)和氮(dan)氧(yang)化(hua)物排(pai)(pai)放(fang)(fang)(fang)(fang)濃度(du)分(fen)別不高(gao)(gao)于(yu)50mg/m3和150mg/m3。對水(shui)泥(ni)窯(yao)及(ji)窯(yao)尾(wei)余熱利(li)用(yong)系統(tong),在排(pai)(pai)放(fang)(fang)(fang)(fang)限值基礎上增加了脫(tuo)硫(liu)脫(tuo)硝系統(tong)氨逃逸排(pai)(pai)放(fang)(fang)(fang)(fang)濃度(du)不高(gao)(gao)于(yu)8mg/m3控制指標。利(li)用(yong)水(shui)泥(ni)窯(yao)協同處置(zhi)固體廢物,除執行(xing)(xing)本標準(zhun)外,還(huan)應(ying)執行(xing)(xing)國家和地方(fang)相應(ying)污染(ran)控制規(gui)定(ding)。
3.《鋁(lv)(lv)工(gong)(gong)業(ye)(ye)(ye)(ye)污染(ran)物(wu)排(pai)放(fang)標(biao)準(zhun)》。該標(biao)準(zhun)覆蓋(gai)了鋁(lv)(lv)工(gong)(gong)業(ye)(ye)(ye)(ye)的鋁(lv)(lv)土礦山、氧化(hua)鋁(lv)(lv)廠、電解鋁(lv)(lv)廠和鋁(lv)(lv)用炭素生產企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)或生產設施(shi),規(gui)(gui)定(ding)了鋁(lv)(lv)工(gong)(gong)業(ye)(ye)(ye)(ye)企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)所有(you)廢(fei)氣(qi)中(zhong)(zhong)顆粒物(wu)排(pai)放(fang)濃度均(jun)(jun)不高(gao)于(yu)(yu)10mg/m3;氧化(hua)鋁(lv)(lv)企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)廢(fei)氣(qi)中(zhong)(zhong)二氧化(hua)硫排(pai)放(fang)濃度均(jun)(jun)不高(gao)于(yu)(yu)100mg/m3,其余鋁(lv)(lv)工(gong)(gong)業(ye)(ye)(ye)(ye)企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)廢(fei)氣(qi)中(zhong)(zhong)二氧化(hua)硫排(pai)放(fang)濃度均(jun)(jun)不高(gao)于(yu)(yu)35mg/m3;鋁(lv)(lv)工(gong)(gong)業(ye)(ye)(ye)(ye)企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)所有(you)廢(fei)氣(qi)中(zhong)(zhong)氮氧化(hua)物(wu)排(pai)放(fang)濃度均(jun)(jun)不高(gao)于(yu)(yu)100mg/m3。標(biao)準(zhun)在鋁(lv)(lv)工(gong)(gong)業(ye)(ye)(ye)(ye)常規(gui)(gui)污染(ran)因子(zi)排(pai)放(fang)限(xian)值基礎上(shang)增加了特征污染(ran)因子(zi)排(pai)放(fang)限(xian)值,并明(ming)確了脫(tuo)硫脫(tuo)硝(xiao)系統氨逃逸(yi)排(pai)放(fang)濃度不高(gao)于(yu)(yu)8mg/m3控制指(zhi)標(biao)。標(biao)準(zhun)還規(gui)(gui)定(ding)了物(wu)料儲存(cun)、轉運以(yi)及生產過程等無組織廢(fei)氣(qi)收集處置(zhi)要求,并明(ming)確了顆粒物(wu)、二氧化(hua)硫、氮氧化(hua)物(wu)、氟化(hua)物(wu)、苯并[a]芘廠界(jie)無組織排(pai)放(fang)限(xian)值。
4.《煉焦(jiao)(jiao)化(hua)(hua)學工業(ye)大(da)氣(qi)(qi)污染物(wu)(wu)(wu)排(pai)(pai)(pai)放(fang)標準》。該標準覆(fu)蓋(gai)了獨立(li)焦(jiao)(jiao)化(hua)(hua)企(qi)業(ye)以及(ji)(ji)(ji)鋼鐵廠自備的(de)焦(jiao)(jiao)化(hua)(hua)企(qi)業(ye)生(sheng)(sheng)產(chan)過程中備煤(mei)(mei)、煉焦(jiao)(jiao)、煤(mei)(mei)氣(qi)(qi)凈化(hua)(hua)、化(hua)(hua)產(chan)回收及(ji)(ji)(ji)熱能利用等(deng)(deng)工序大(da)氣(qi)(qi)污染物(wu)(wu)(wu)的(de)排(pai)(pai)(pai)放(fang)管理。焦(jiao)(jiao)化(hua)(hua)企(qi)業(ye)所有廢(fei)(fei)氣(qi)(qi)中顆粒物(wu)(wu)(wu)排(pai)(pai)(pai)放(fang)濃(nong)度(du)(du)均不(bu)(bu)高(gao)于(yu)(yu)10mg/m3;推焦(jiao)(jiao)廢(fei)(fei)氣(qi)(qi)、焦(jiao)(jiao)爐(lu)煙(yan)囪(cong)廢(fei)(fei)氣(qi)(qi)、管式(shi)爐(lu)等(deng)(deng)燃用焦(jiao)(jiao)爐(lu)煤(mei)(mei)氣(qi)(qi)的(de)設施廢(fei)(fei)氣(qi)(qi)二(er)氧(yang)化(hua)(hua)硫排(pai)(pai)(pai)放(fang)濃(nong)度(du)(du)均不(bu)(bu)高(gao)于(yu)(yu)30mg/m3,干法(fa)熄(xi)(xi)焦(jiao)(jiao)廢(fei)(fei)氣(qi)(qi)二(er)氧(yang)化(hua)(hua)硫排(pai)(pai)(pai)放(fang)濃(nong)度(du)(du)不(bu)(bu)高(gao)于(yu)(yu)50mg/m3,裝煤(mei)(mei)及(ji)(ji)(ji)爐(lu)頭煙(yan)氣(qi)(qi)二(er)氧(yang)化(hua)(hua)硫排(pai)(pai)(pai)放(fang)濃(nong)度(du)(du)不(bu)(bu)高(gao)于(yu)(yu)70mg/m3;焦(jiao)(jiao)爐(lu)煙(yan)囪(cong)廢(fei)(fei)氣(qi)(qi)氮(dan)氧(yang)化(hua)(hua)物(wu)(wu)(wu)排(pai)(pai)(pai)放(fang)濃(nong)度(du)(du)不(bu)(bu)高(gao)于(yu)(yu)100mg/m3,管式(shi)爐(lu)等(deng)(deng)燃用焦(jiao)(jiao)爐(lu)煤(mei)(mei)氣(qi)(qi)的(de)設施廢(fei)(fei)氣(qi)(qi)氮(dan)氧(yang)化(hua)(hua)物(wu)(wu)(wu)排(pai)(pai)(pai)放(fang)濃(nong)度(du)(du)不(bu)(bu)高(gao)于(yu)(yu)150mg/m3;采用氨(an)法(fa)脫硫脫硝的(de)焦(jiao)(jiao)爐(lu),氨(an)逃逸濃(nong)度(du)(du)不(bu)(bu)高(gao)于(yu)(yu)8mg/m3。標準同時還對(dui)焦(jiao)(jiao)化(hua)(hua)行業(ye)特征污染因子排(pai)(pai)(pai)放(fang)限值進行了限定,并對(dui)焦(jiao)(jiao)化(hua)(hua)行業(ye)生(sheng)(sheng)產(chan)過程中的(de)物(wu)(wu)(wu)料儲存與運輸系統、裝煤(mei)(mei)、推焦(jiao)(jiao)與熄(xi)(xi)焦(jiao)(jiao)、焦(jiao)(jiao)爐(lu)爐(lu)體(ti)以及(ji)(ji)(ji)生(sheng)(sheng)產(chan)過程中無組織排(pai)(pai)(pai)放(fang)均提出了相應控(kong)制措施。
5.《工(gong)(gong)業涂(tu)(tu)裝工(gong)(gong)序揮發性有機物排放(fang)標準(zhun)》。該標準(zhun)適用范圍(wei)包含(han)了制(zhi)造業中(zhong)涉及涂(tu)(tu)裝工(gong)(gong)序的大(da)部(bu)分(fen)(fen)行業,覆(fu)蓋(gai)了工(gong)(gong)業涂(tu)(tu)裝工(gong)(gong)序中(zhong)涂(tu)(tu)料調(diao)配(pei)、溶劑擦(ca)洗、涂(tu)(tu)覆(fu)(含(han)底漆、中(zhong)涂(tu)(tu)、面漆、清漆、膠)、流平、干燥/固化等環節(jie)的全部(bu)生(sheng)產工(gong)(gong)段,汽車整(zheng)車制(zhi)造行業涂(tu)(tu)裝工(gong)(gong)序廢氣中(zhong)非(fei)甲(jia)(jia)烷總(zong)(zong)烴、苯(ben)、甲(jia)(jia)苯(ben)與二甲(jia)(jia)苯(ben)合計排放(fang)濃度(du)分(fen)(fen)別不高于40mg/m3、1mg/m3、20mg/m3;其他行業涂(tu)(tu)裝工(gong)(gong)序廢氣中(zhong)非(fei)甲(jia)(jia)烷總(zong)(zong)烴、苯(ben)、甲(jia)(jia)苯(ben)與二甲(jia)(jia)苯(ben)合計排放(fang)濃度(du)分(fen)(fen)別不高于50mg/m3、1mg/m3、20mg/m3。同時要求車間(jian)或生(sheng)產設(she)施(shi)排氣中(zhong)非(fei)甲(jia)(jia)烷總(zong)(zong)烴初始排放(fang)速率(lv)大(da)于2kg/h時,配(pei)置(zhi)的VOCs處(chu)理設(she)施(shi)處(chu)理效率(lv)應不低于80%。
6.《印(yin)刷(shua)工(gong)(gong)業揮發性(xing)有機物(wu)排(pai)(pai)(pai)放標(biao)準(zhun)》。該標(biao)準(zhun)覆蓋了(le)印(yin)刷(shua)企(qi)業所有排(pai)(pai)(pai)放VOCs的生產工(gong)(gong)段,提出了(le)采(cai)用低(di)VOCs原輔(fu)材料和(he)先(xian)進工(gong)(gong)藝(yi)設(she)(she)備,從源頭減少和(he)消除VOCs排(pai)(pai)(pai)放的要求(qiu)。標(biao)準(zhun)規定印(yin)刷(shua)工(gong)(gong)業企(qi)業廢氣中(zhong)非甲(jia)(jia)烷(wan)總(zong)烴(jing)、苯、甲(jia)(jia)苯與二甲(jia)(jia)苯合計排(pai)(pai)(pai)放濃(nong)度分別不高于(yu)40mg/m3、0.5mg/m3、8mg/m3;同時(shi)要求(qiu)車間或(huo)生產設(she)(she)施(shi)排(pai)(pai)(pai)氣中(zhong)非甲(jia)(jia)烷(wan)總(zong)烴(jing)初始(shi)排(pai)(pai)(pai)放速(su)率大(da)于(yu)2kg/h時(shi),配置(zhi)的VOCs處(chu)理(li)設(she)(she)施(shi)處(chu)理(li)效率應(ying)不低(di)于(yu)80%。實施(shi)工(gong)(gong)藝(yi)過程VOCs無組織(zhi)(zhi)廢氣的有效收集,VOCs物(wu)料儲(chu)存、轉移、輸送(song)和(he)工(gong)(gong)藝(yi)過程中(zhong)無組織(zhi)(zhi)排(pai)(pai)(pai)放環節的控制要求(qiu),分別確定了(le)企(qi)業邊界和(he)廠區內VOCs無組織(zhi)(zhi)排(pai)(pai)(pai)放限值(zhi),綜(zong)合反映VOCs控制效果。
7.《工業爐窯大氣污染物排放標準》。《工業爐窯大氣污染物排放標準》(DB41/1066-2015)實施以來,對削減我省大氣污染物排放量,促進工業爐窯技術裝備水平和污染治理水平的提升發揮了積極的作用。但隨著近年來環境管理需求和大氣污染治理技術的進步,我省現行工業爐窯排放標準已滯后于工業爐窯工藝裝備、污染治理技術現狀和環境管理要求。此次修訂的《工業爐窯大氣污染物排放標準》,加嚴了部分行業工業爐窯大氣污染物排放限值,修改了部分類型工業爐窯基準氧含量,增加了工業爐窯特征大氣污染物排放控制項目。標準規定了有色金屬、耐火材料、剛玉、石(shi)灰、碳(tan)(tan)素、鑄(zhu)造等(deng)10個重點行業(ye)(ye)工(gong)(gong)(gong)業(ye)(ye)爐(lu)(lu)窯(yao)(yao)廢氣中(zhong)(zhong)(zhong)顆粒物濃(nong)度(du)不(bu)高于10mg/m3,其他行業(ye)(ye)不(bu)高于30mg/m3;碳(tan)(tan)素工(gong)(gong)(gong)業(ye)(ye)煅燒(shao)(shao)(shao)爐(lu)(lu)、焙燒(shao)(shao)(shao)爐(lu)(lu)廢氣中(zhong)(zhong)(zhong)二(er)氧(yang)化硫(liu)(liu)濃(nong)度(du)不(bu)高于35mg/m3,有色金屬工(gong)(gong)(gong)業(ye)(ye)冶煉爐(lu)(lu)、焙燒(shao)(shao)(shao)爐(lu)(lu)及(ji)壓延加(jia)工(gong)(gong)(gong)熔化爐(lu)(lu),耐(nai)(nai)火(huo)材(cai)料工(gong)(gong)(gong)業(ye)(ye)干(gan)(gan)燥(zao)及(ji)燒(shao)(shao)(shao)成窯(yao)(yao),陶粒工(gong)(gong)(gong)業(ye)(ye)、墻板工(gong)(gong)(gong)業(ye)(ye)干(gan)(gan)燥(zao)及(ji)焙燒(shao)(shao)(shao)窯(yao)(yao),石(shi)灰制造工(gong)(gong)(gong)業(ye)(ye)石(shi)灰窯(yao)(yao)等(deng)廢氣中(zhong)(zhong)(zhong)二(er)氧(yang)化硫(liu)(liu)濃(nong)度(du)不(bu)高于50mg/m3,玻璃制品工(gong)(gong)(gong)業(ye)(ye)、礦物棉工(gong)(gong)(gong)業(ye)(ye)玻璃熔爐(lu)(lu)廢氣中(zhong)(zhong)(zhong)二(er)氧(yang)化硫(liu)(liu)濃(nong)度(du)不(bu)高于100mg/m3;有色金屬工(gong)(gong)(gong)業(ye)(ye)冶煉爐(lu)(lu)、焙燒(shao)(shao)(shao)爐(lu)(lu),耐(nai)(nai)火(huo)材(cai)料工(gong)(gong)(gong)業(ye)(ye)干(gan)(gan)燥(zao)及(ji)燒(shao)(shao)(shao)成窯(yao)(yao),陶粒工(gong)(gong)(gong)業(ye)(ye)干(gan)(gan)燥(zao)及(ji)焙燒(shao)(shao)(shao)窯(yao)(yao),石(shi)灰制造工(gong)(gong)(gong)業(ye)(ye)石(shi)灰窯(yao)(yao),碳(tan)(tan)素工(gong)(gong)(gong)業(ye)(ye)煅燒(shao)(shao)(shao)爐(lu)(lu)、焙燒(shao)(shao)(shao)爐(lu)(lu)等(deng)工(gong)(gong)(gong)業(ye)(ye)窯(yao)(yao)爐(lu)(lu)廢氣中(zhong)(zhong)(zhong)氮氧(yang)化物濃(nong)度(du)不(bu)高于100mg/m3。該(gai)標準還增加(jia)了氨污染物逃逸控制指標,采用氨法脫(tuo)硫(liu)(liu)脫(tuo)硝的(de)爐(lu)(lu)窯(yao)(yao)氨逃逸濃(nong)度(du)不(bu)高于8mg/m3。
標準執行時間
結合(he)行(xing)業特(te)點(dian)和污(wu)染(ran)治理(li)設(she)施(shi)(shi)升(sheng)級改造(zao)實際,7個標(biao)準對新建(jian)企(qi)業和現有企(qi)業規定(ding)了不同的執(zhi)行(xing)時(shi)間,為現有企(qi)業預留了合(he)理(li)的治理(li)改造(zao)時(shi)間。新建(jian)企(qi)業自2020年6月1日起執(zhi)行(xing)新標(biao)準;現有涂裝工序(xu)、印(yin)刷企(qi)業自2020年10月1日起執(zhi)行(xing)新標(biao)準;現有水泥、鋼鐵、焦化(hua)、鋁工業及工業窯爐企(qi)業自2021年1月1日執(zhi)行(xing)新標(biao)準。標(biao)準實施(shi)(shi)后,相關(guan)企(qi)業要嚴格執(zhi)行(xing)環(huan)保法律法規和各項污(wu)染(ran)物排(pai)(pai)放要求,加(jia)強運行(xing)管(guan)理(li),確保污(wu)染(ran)治理(li)設(she)施(shi)(shi)穩定(ding)運行(xing)。各級生態環(huan)境部門在對相關(guan)企(qi)業監督檢查(cha)時(shi),要以監測(ce)數據(ju)(ju)作(zuo)為企(qi)業是否達(da)標(biao)的判定(ding)依(yi)據(ju)(ju),作(zuo)為排(pai)(pai)污(wu)許可證核發、執(zhi)法監管(guan)等工作(zuo)的依(yi)據(ju)(ju)。
