2018年上半年,全球航運市場小幅上漲,國際原油價格持續走強,全球船舶市場延續去年回升勢頭。我國新承接船舶訂單同比大幅增長,造船完工量同比下降,手持船舶訂單止跌回升。融資難、交船難、盈利難的問題仍然存在,船舶工業平穩健康(kang)發展仍面臨較(jiao)大挑戰。
一、經濟運行基本情況
(一)三大造船指標兩增一降(jiang)
上半年(nian),全國造船完工1886萬載重噸(dun),同(tong)比(bi)下降28.9%。承接(jie)新船訂單2270萬載重噸(dun),同(tong)比(bi)增長97.2%。6月底,手持船舶訂單9107萬載重噸(dun),同(tong)比(bi)增長9.9%。
(二)船(chuan)舶出口(kou)有增有降
上半(ban)年(nian)(nian),全國完(wan)工(gong)出(chu)口(kou)船1739萬載重(zhong)噸,同比下降30.8%;承接出(chu)口(kou)船訂(ding)單(dan)2048萬載重(zhong)噸,同比增長102%;年(nian)(nian)底手(shou)持(chi)出(chu)口(kou)船訂(ding)單(dan)8123萬載重(zhong)噸,同比增長5.9%。出(chu)口(kou)船舶分別占全國造船完(wan)工(gong)量(liang)、新接訂(ding)單(dan)量(liang)、手(shou)持(chi)訂(ding)單(dan)量(liang)的92.2%、90.2%和89.2%。
(三(san))船舶行(xing)業經(jing)濟效益同比下(xia)降(jiang)
1~5月,全(quan)國規模以上船(chuan)舶(bo)工業(ye)企(qi)業(ye)1210家,實現主(zhu)營業(ye)務收(shou)入(ru)1943億(yi)元(yuan)(yuan),同(tong)(tong)比(bi)(bi)下降2.6%。其中(zhong),船(chuan)舶(bo)制(zhi)(zhi)造(zao)企(qi)業(ye)788億(yi)元(yuan)(yuan),同(tong)(tong)比(bi)(bi)下降4.8%;船(chuan)舶(bo)配(pei)套設(she)備制(zhi)(zhi)造(zao)企(qi)業(ye)271億(yi)元(yuan)(yuan),同(tong)(tong)比(bi)(bi)增(zeng)(zeng)長(chang)0.3%;船(chuan)舶(bo)修(xiu)理企(qi)業(ye)74.6億(yi)元(yuan)(yuan),同(tong)(tong)比(bi)(bi)下降13.8%;船(chuan)舶(bo)改(gai)裝企(qi)業(ye)33.9億(yi)元(yuan)(yuan),同(tong)(tong)比(bi)(bi)增(zeng)(zeng)長(chang)8%;海洋工程裝備制(zhi)(zhi)造(zao)企(qi)業(ye)153億(yi)元(yuan)(yuan),同(tong)(tong)比(bi)(bi)增(zeng)(zeng)長(chang)14.9%。
規模以上船(chuan)舶(bo)(bo)工(gong)(gong)業(ye)(ye)(ye)(ye)(ye)企業(ye)(ye)(ye)(ye)(ye)實現(xian)利(li)潤總額41.4億元(yuan)(yuan),同(tong)(tong)比(bi)下(xia)降26.1%。其中,船(chuan)舶(bo)(bo)制(zhi)造(zao)企業(ye)(ye)(ye)(ye)(ye)9.3億元(yuan)(yuan),同(tong)(tong)比(bi)下(xia)降67.8%;船(chuan)舶(bo)(bo)配套設備制(zhi)造(zao)企業(ye)(ye)(ye)(ye)(ye)8.9億元(yuan)(yuan),同(tong)(tong)比(bi)下(xia)降42.2%;船(chuan)舶(bo)(bo)修(xiu)理(li)企業(ye)(ye)(ye)(ye)(ye)虧損0.7億元(yuan)(yuan);船(chuan)舶(bo)(bo)改裝(zhuang)企業(ye)(ye)(ye)(ye)(ye)2億元(yuan)(yuan),同(tong)(tong)比(bi)增長39.3%;海洋工(gong)(gong)程裝(zhuang)備制(zhi)造(zao)企業(ye)(ye)(ye)(ye)(ye)7.6億元(yuan)(yuan),同(tong)(tong)比(bi)增長117%。

上(shang)半年,我國骨干(gan)船(chuan)(chuan)舶(bo)企業(ye)緊抓(zhua)市場回暖的(de)有(you)力時(shi)機(ji),繼續保持在(zai)(zai)散貨(huo)船(chuan)(chuan)訂單承接的(de)優勢,揚子(zi)江船(chuan)(chuan)業(ye)、江蘇(su)新時(shi)代、上(shang)海外(wai)高(gao)橋、青島北船(chuan)(chuan)等(deng)單位(wei)批(pi)量承接礦砂船(chuan)(chuan)訂單;同時(shi)在(zai)(zai)2500客(ke)位(wei)豪華客(ke)滾船(chuan)(chuan)、7800車位(wei)貨(huo)滾船(chuan)(chuan)、8.4萬(wan)立方米超大型(xing)液化氣(qi)船(chuan)(chuan)、1.86萬(wan)立方米液化天然氣(qi)(LNG)加(jia)注船(chuan)(chuan)、極地探險(xian)郵(you)船(chuan)(chuan)等(deng)高(gao)端船(chuan)(chuan)型(xing)市場也(ye)不斷取得新的(de)進展(zhan)。骨干(gan)企業(ye)重(zhong)點圍繞精益造(zao)船(chuan)(chuan),加(jia)強管理體系建設,2萬(wan)箱集裝箱船(chuan)(chuan)、8000車位(wei)汽車滾裝船(chuan)(chuan)、35萬(wan)噸(dun)海上(shang)浮(fu)式生產(chan)儲卸油裝置(FPSO)等(deng)一批(pi)高(gao)技術(shu)、高(gao)附加(jia)值船(chuan)(chuan)舶(bo)和海工項目成功交付(fu)。

上(shang)(shang)半年(nian),我(wo)國配套企業(ye)(ye)持續加大(da)科技(ji)研發投入,順應市(shi)場需求,一批關鍵設(she)(she)備制造(zao)取(qu)得(de)成(cheng)(cheng)功,自主研發取(qu)得(de)新進展。6EX340EF超(chao)長沖程(cheng)(cheng)低速(su)柴(chai)油(you)機、ACD320DF雙(shuang)燃料船用中速(su)發動機、CHD622V20型(xing)船用高速(su)大(da)功率柴(chai)油(you)機等自主品牌(pai)獲得(de)市(shi)場認可(ke);青島雙(shuang)瑞成(cheng)(cheng)為全球首(shou)(shou)家獲國際(ji)海(hai)事組織(IMO)新G8型(xing)式認證,我(wo)國首(shou)(shou)臺(tai)商業(ye)(ye)實船船用脫硫(liu)洗滌(di)設(she)(she)備下線裝船,首(shou)(shou)臺(tai)國產海(hai)上(shang)(shang)平(ping)臺(tai)用燃氣輪機發電(dian)機組交付使用;船舶綜合電(dian)力(li)推進系統工程(cheng)(cheng)化技(ji)術研制項目取(qu)得(de)重要成(cheng)(cheng)果。
三、經濟運行存在的問題
(一)原材料成(cheng)本高位(wei)上(shang)漲(zhang),行業盈利水平大(da)幅(fu)下(xia)降
上半年,船(chuan)(chuan)(chuan)用鋼(gang)材(cai)(cai)價(jia)(jia)格(ge)延續上漲(zhang)(zhang)態(tai)勢,6月(yue)(yue)底,20mm船(chuan)(chuan)(chuan)板月(yue)(yue)均(jun)價(jia)(jia)格(ge)達到4850元/噸,同(tong)比(bi)上漲(zhang)(zhang)超過(guo)30%。船(chuan)(chuan)(chuan)用鋼(gang)材(cai)(cai)的持續高(gao)漲(zhang)(zhang)給船(chuan)(chuan)(chuan)舶企(qi)(qi)業(ye)生產(chan)經營(ying)造成(cheng)(cheng)巨大壓力(li),一(yi)方(fang)面,散(san)貨船(chuan)(chuan)(chuan)是我國的主(zhu)力(li)建(jian)造船(chuan)(chuan)(chuan)型,其鋼(gang)材(cai)(cai)價(jia)(jia)格(ge)占(zhan)全船(chuan)(chuan)(chuan)價(jia)(jia)格(ge)的比(bi)值(zhi)超過(guo)25%,鋼(gang)材(cai)(cai)價(jia)(jia)格(ge)的上漲(zhang)(zhang)將直(zhi)接影響企(qi)(qi)業(ye)利(li)(li)潤水平;另(ling)一(yi)方(fang)面,企(qi)(qi)業(ye)建(jian)造高(gao)技(ji)術船(chuan)(chuan)(chuan)舶的成(cheng)(cheng)本(ben)高(gao)企(qi)(qi),甚(shen)至部分船(chuan)(chuan)(chuan)型自合同(tong)簽訂(ding)到開(kai)工建(jian)造就有因鋼(gang)材(cai)(cai)價(jia)(jia)格(ge)上漲(zhang)(zhang)而出(chu)現虧損的情(qing)況(kuang)。除此(ci)之外,勞動力(li)、物流成(cheng)(cheng)本(ben)的剛性(xing)上漲(zhang)(zhang)給企(qi)(qi)業(ye)經營(ying)帶(dai)來很大壓力(li)。統計顯示,我國船(chuan)(chuan)(chuan)舶制造企(qi)(qi)業(ye)利(li)(li)潤總額(e)同(tong)比(bi)下降67.8%,主(zhu)營(ying)業(ye)務收(shou)入利(li)(li)潤率僅為1.2%,同(tong)比(bi)下降3個百分點,行業(ye)盈利(li)(li)水平大幅(fu)下降。
(二)融資難問題對船舶企(qi)業生產經(jing)營影(ying)響較大
當(dang)前,國際(ji)航運和造(zao)船(chuan)(chuan)(chuan)市場初現(xian)復(fu)蘇態(tai)勢,但受地緣政治、貿易摩擦等外(wai)(wai)部(bu)因(yin)素(su)影(ying)響(xiang),復(fu)蘇回(hui)升的(de)基礎還不穩固。國內主要(yao)金融(rong)(rong)機構對(dui)我國船(chuan)(chuan)(chuan)舶(bo)(bo)(bo)行(xing)業信(xin)貸(dai)支持普遍持謹慎態(tai)度(du),部(bu)分銀行(xing)為(wei)規避風險對(dui)船(chuan)(chuan)(chuan)舶(bo)(bo)(bo)企業融(rong)(rong)資(zi)采取“一(yi)刀(dao)切”做法(fa),無法(fa)貫(guan)徹(che)實施差(cha)異化信(xin)貸(dai)政策(ce)。在低(di)迷的(de)市場環(huan)境下,船(chuan)(chuan)(chuan)舶(bo)(bo)(bo)首(shou)付(fu)款只有5~10%,企業一(yi)方(fang)面為(wei)完(wan)成船(chuan)(chuan)(chuan)舶(bo)(bo)(bo)建造(zao)需先行(xing)墊(dian)付(fu)大量資(zi)金,對(dui)融(rong)(rong)資(zi)的(de)依賴(lai)愈發強烈;另一(yi)方(fang)面由于(yu)無法(fa)開立預付(fu)款保(bao)函不敢接單(dan),即使接單(dan)也(ye)因(yin)開立保(bao)函周期(qi)過(guo)長導致訂單(dan)無法(fa)生(sheng)效。船(chuan)(chuan)(chuan)舶(bo)(bo)(bo)企業外(wai)(wai)部(bu)生(sheng)存環(huan)境快速(su)惡化。
(三)新(xin)船型和新(xin)技術研發能力有待進一步提(ti)高
上(shang)半年,我國(guo)船(chuan)(chuan)(chuan)(chuan)企(qi)(qi)在(zai)船(chuan)(chuan)(chuan)(chuan)舶(bo)設計差異化要求的快速響應、特種(zhong)船(chuan)(chuan)(chuan)(chuan)舶(bo)和(he)高(gao)(gao)附加值船(chuan)(chuan)(chuan)(chuan)型(xing)(xing)(xing)建造競爭(zheng)力(li)不強,船(chuan)(chuan)(chuan)(chuan)舶(bo)產品結(jie)構(gou)相對單一(yi)的問題顯現。主要承接的船(chuan)(chuan)(chuan)(chuan)型(xing)(xing)(xing)仍以散貨船(chuan)(chuan)(chuan)(chuan)為主,大型(xing)(xing)(xing)液化天然氣(LNG)船(chuan)(chuan)(chuan)(chuan)、大型(xing)(xing)(xing)集裝箱(xiang)船(chuan)(chuan)(chuan)(chuan)等(deng)船(chuan)(chuan)(chuan)(chuan)型(xing)(xing)(xing)鮮有成交(jiao)(jiao)。目前新船(chuan)(chuan)(chuan)(chuan)市場(chang)的成交(jiao)(jiao)船(chuan)(chuan)(chuan)(chuan)型(xing)(xing)(xing)大多(duo)為小批(pi)次,多(duo)品種(zhong)船(chuan)(chuan)(chuan)(chuan)舶(bo),這(zhe)對企(qi)(qi)業設計技術(shu)儲備、產品開(kai)發(fa)能力(li)和(he)船(chuan)(chuan)(chuan)(chuan)型(xing)(xing)(xing)儲備等(deng)方面(mian)提出了更高(gao)(gao)的要求,我國(guo)船(chuan)(chuan)(chuan)(chuan)企(qi)(qi)在(zai)設計研發(fa)方面(mian)有待進一(yi)步提高(gao)(gao)。
(四(si))海工運營(ying)市(shi)場有所(suo)復蘇,建造市(shi)場未(wei)見明顯好轉
上半年,受益于國際原油價(jia)格持續攀升,海(hai)(hai)洋(yang)工(gong)程裝(zhuang)備(bei)運(yun)營市(shi)(shi)場(chang)(chang)溫和(he)復蘇,二(er)手(shou)(shou)海(hai)(hai)工(gong)市(shi)(shi)場(chang)(chang)成交(jiao)活躍(yue),供需過剩矛盾進一步(bu)緩和(he)。但受制于手(shou)(shou)持訂(ding)單規模龐大(da)(da),短期(qi)內海(hai)(hai)工(gong)建造市(shi)(shi)場(chang)(chang)新造需求依舊有限(xian),裝(zhuang)備(bei)價(jia)格持續低(di)迷。1-6月份,全球共成交(jiao)各類(lei)海(hai)(hai)洋(yang)工(gong)程裝(zhuang)備(bei)36艘(sou)/座、53億美元,以(yi)金額計,同比下(xia)滑23%。另(ling)一方面,船(chuan)東的(de)謹慎(shen)和(he)二(er)手(shou)(shou)海(hai)(hai)工(gong)市(shi)(shi)場(chang)(chang)的(de)活躍(yue),給海(hai)(hai)洋(yang)工(gong)程裝(zhuang)備(bei)的(de)交(jiao)付(fu)造成困難,長期(qi)無(wu)法交(jiao)付(fu)的(de)海(hai)(hai)工(gong)項目(mu)給企業運(yun)營帶來(lai)巨大(da)(da)壓力(li)。
四、市場預測和建議
(一)預測
2018年(nian),全(quan)球經濟仍將保持溫(wen)和復蘇,海運貿易需求(qiu)小(xiao)幅增(zeng)(zeng)長,但受國際貿易摩擦(ca)和環保新(xin)規實施的(de)影響(xiang),船(chuan)東訂造(zao)新(xin)船(chuan)需求(qiu)趨于謹慎。部分(fen)細分(fen)船(chuan)型市場(chang)(chang)和新(xin)航線新(xin)船(chuan)需求(qiu)市場(chang)(chang)將繼續保持活躍(yue)。預(yu)(yu)測2018年(nian)全(quan)球新(xin)船(chuan)成交量(liang)約為8000萬(wan)載(zai)重(zhong)(zhong)噸(dun)(dun);造(zao)船(chuan)完工量(liang)在(zai)9000萬(wan)載(zai)重(zhong)(zhong)噸(dun)(dun)左右;手持訂單(dan)量(liang)可望保持在(zai)1.9億載(zai)重(zhong)(zhong)噸(dun)(dun)水平。預(yu)(yu)計2018年(nian),我(wo)國造(zao)船(chuan)完工量(liang)約3600萬(wan)載(zai)重(zhong)(zhong)噸(dun)(dun),新(xin)承接船(chuan)舶訂單(dan)量(liang)有望比上年(nian)增(zeng)(zeng)長,年(nian)底手持船(chuan)舶訂單(dan)將維持在(zai)9000萬(wan)載(zai)重(zhong)(zhong)噸(dun)(dun)左右。

1、繼續加大對優強(qiang)船舶(bo)企業(ye)的金融支持力(li)度
當前,盡管航運和(he)造船(chuan)(chuan)(chuan)(chuan)(chuan)市場仍未擺(bai)脫低迷態勢(shi)(shi),供需矛盾沒有得到(dao)根本(ben)解決,但新(xin)造船(chuan)(chuan)(chuan)(chuan)(chuan)市場初(chu)現(xian)(xian)回(hui)升(sheng)(sheng)走勢(shi)(shi),一批產品技術高、管理(li)效益好的優強(qiang)船(chuan)(chuan)(chuan)(chuan)(chuan)舶企(qi)業(ye)表現(xian)(xian)突出,隨著中(zhong)長期新(xin)船(chuan)(chuan)(chuan)(chuan)(chuan)市場的逐步回(hui)升(sheng)(sheng),這些船(chuan)(chuan)(chuan)(chuan)(chuan)舶企(qi)業(ye)將是我國船(chuan)(chuan)(chuan)(chuan)(chuan)舶工業(ye)高質(zhi)量發(fa)展(zhan)的先行(xing)者(zhe)。建議(yi)我國金(jin)融機構繼續落實差異化(hua)信貸政策,與(yu)優強(qiang)船(chuan)(chuan)(chuan)(chuan)(chuan)舶企(qi)業(ye)建立雙(shuang)溝通聯系機制(zhi),探索發(fa)展(zhan)共贏的合作模式(shi),共同實現(xian)(xian)船(chuan)(chuan)(chuan)(chuan)(chuan)舶行(xing)業(ye)健康平(ping)穩發(fa)展(zhan)。

黨的(de)(de)十九(jiu)大(da)提(ti)出,今后(hou)三年(nian)要重(zhong)點打好防(fang)(fang)范(fan)化解重(zhong)大(da)風險(xian)、精準脫貧、污染防(fang)(fang)治的(de)(de)三大(da)攻(gong)堅戰,國(guo)家(jia)先后(hou)出臺了《打贏(ying)藍天(tian)保衛(wei)戰三年(nian)行動(dong)(dong)計劃》和《防(fang)(fang)治船(chuan)舶(bo)污染海(hai)洋環境管(guan)(guan)理條(tiao)例(li)》等政策文件。當前,國(guo)家(jia)對環保的(de)(de)要求日(ri)益(yi)提(ti)高,對監管(guan)(guan)的(de)(de)力度日(ri)益(yi)增大(da),全行業(ye)對此應有清醒認(ren)識(shi),不斷加強對新(xin)技術(shu)、新(xin)工藝的(de)(de)研究(jiu),提(ti)高技術(shu)實力和管(guan)(guan)理水平,樹立綠(lv)色(se)發(fa)展(zhan)理念(nian),推動(dong)(dong)船(chuan)舶(bo)工業(ye)高質量發(fa)展(zhan)。
4、積(ji)極拓展船舶海工新視野,努(nu)力(li)提高自身競爭能力(li)
當前,國際新(xin)造船市(shi)場競爭激烈,新(xin)船價(jia)格回升(sheng)乏力(li),綜合成本剛性(xing)上(shang)漲,船舶企業的盈利能力(li)大(da)幅下降。面對嚴峻的外部環(huan)境(jing),我國造船企業一(yi)方面要繼續做好(hao)技術創新(xin)、改進(jin)管理、成本控制、提(ti)質增效(xiao)等工作,同時還要主(zhu)動擴(kuo)寬視野,密切關(guan)注(zhu)海(hai)上(shang)風電、海(hai)上(shang)牧(mu)場、海(hai)上(shang)旅游和海(hai)底礦(kuang)業等領(ling)域(yu)的需求,培(pei)育(yu)新(xin)的經(jing)濟增長點(dian),努力(li)提(ti)高自身競爭能力(li)。
